I have the honour to acknowledge receipt of Mr. Malcolm MacDonald's Confidential despatch of 15th August, 1935, and to inform you that I am of the opinion that the scheme of voluntary certificates in respect of anti-piracy measures on shipboard is practicable in the circumstances of this Colony, and agree that a system of this nature would be helpful in so far as it guided the public in their choice of vessels and encouraged shipowners to improve their ships in this regard.

It has been pointed out, however, that the third condition in the form in which it stands might

be unnecessarily onerous to shipping interests, and I would advise modification to the following terms :-

"(c) The provision of a Safety of Life at Sea "Convention safety radiotelegraphic certificate "and a Wireless Telegraph Licence issued under "the International Telecommunication Convention

"for a ship of Category II."

This would allow the grant of the certificate to ships on which the Wireless Telegraph operator was employed on an eight hour watch per day at sea, and more than this is, I am advised, unnecessary, provided that the operator's
